2004 Mustang Mach 1 For Sale

Possible purchase of a car? Help? What do you think?
There is a 2004 Mustang Mach 1 for sale down the highway from me a bit. It is a 5-speed with leather and has 9,500 miles on it approximately going for $15,200 or Best Offer. Is this a good price? Do you think for the fact that it says best offer that I can get him 2k lower? I really don’t know what to do and if I do get it I may need to take out a loan for it. Any ideas of how long of a loan I should have like a 3 year term or maybe even 8? I don’t want payments to be too high monthly.
I also need to talk to my dad abou this, but I was just wondering if you guys had any imput. Thanks! 
I guess I need to take insurance into consideration too, do you think I can put it under my dad for a lower price and pay him back for it? I really need to talk to him about this when we get a chance. Thanks for your input, I appreciate it!
First, the max loan you could take out would be 3 year/36 months. 4 years and older cars is the cut off point for extended loan terms on cars.
Secondly, The Mach 1 is overrated. More Bark than bite, especially for the money. The Mach 3 is where the stupid speed is at. However, gas being at the all time highs just get a bike or a small motorcycle. Honda Rebel 250 would be right up your alley if our parents agreed.
Third, Offer him whatever you want, low ball him, he may be strapped for cash and willing to deal. If you’ve got the money available, offering less just means you haggle a bit more, well worth the effort.
